The apostles believed in the church and in the fear of God. When they asked the church to pick seven men among themselves, they knew it will be done with reference unto God and the people elected managed to calm down the complaints which were in the cam. They applied the wisdom and obidince to God and that's why they were able to settle issues. It is all by the spirit of God.
