Jay 's comment sounds intriguing. Unfortunately, taken in context, the bear is one of four kingdoms. It occurs between the Lion which was Babylon and the Leopard, which was Greece. That kingdom was Media Persia as Wesley 's Notes states and is further backed up by other Daniel visions. One should not try to force current events to fit Bible Prophesy.

A beast, in the Bible, represents a country. In this case we see a bear. Russia is commonly known as the bear in our world today. Note it raises on its side. The Ukraine, is to the side of Russia. It is also, according to Wikipedia, broken down into 3 main administrative divisions. The three ribs represent the Ukraine as a side country with three divisions that are being slowly devoured by the bear Russia .
