God is describing himself in this verse. These are beautiful qualites of Jehovah God that should draw us closer to Him. He is ready to forgive us if we repent and change our ways. I especially appreciate how God is slow to anger because with all of our mistakes he patiently gives us second chances so that we can have a chance to have a relationship with Him.
