God called the "dry" land Earth as the meek shall inherit the earth. The dry, meek heart shall be dried of the waters of strife as they will humbly hear the opening up of His mouth that will teach us. But the gathering of the waters are people who will resist what they hear and don't understand as the "raging waves of the sea" foaming out their own shame as they speak a multiple amount/superfluity of evil words in their envy and strife. The wicked shall not understand Him as the "blackness of darkness" is reserved for them.
Jude 1:13 KJV
(13) Raging waves of the sea, foaming out their own shame; wandering stars, to whom is reserved the blackness of darkness for ever.
The wicked are like the troubled sea when it cannot rest whose waters cast up mire and dirt (as they will speak multiple evil words in their contention of His teaching). There is no peace to the wicked.
