Isaiah saw every level of society in Israel and knew that those in power (regardless of political positions or status) did things secretly to rob the poor and helpless in order to build themselves and/or their families up. God, who created the eyes, is not blind. What all of you do in secret to others, whether individually or together with your "friends" is seen by God.
