This appears to be a prophecy concerning the printed Bibles of the Reformation. Before the invention of the printing press hand written manuscripts were both cumbersome, rare and mainly available in places of worship or libraries. Now the entire Bible can now be printed in a little book, open to all who want to read it. The reference to the foot on land and sea seams mean that there would be no impediment to its distribution either on land or sea.
