This verse summarizes the ideas in the previous verse in general terms. Paul frequently summarized in Romans , and often these summaries refer to the results of the action in view, as here (cf. Romans 4:25; Romans 5:21; Romans 6:23; Romans 7:25).Belief in Jesus Christ in one"s heart results in acceptance by God (i.e, imputed righteousness, justification, and positional sanctification). Testimony to one"s belief in Jesus Christ normally follows and normally is verbal. Paul was describing the normal consequence of belief. Witmer wrote that the confession is to God. [Note: Witmer, p481.] One"s confession that Jesus is Lord would be to God initially (i.e, expressing trust in Christ to the Father), but most interpreters have believed that the confession in view goes beyond God and includes other people as well. This seems to be a reasonable conclusion since the confession is to be made with the mouth. In what sense does this confession result in salvation. Paul obviously did not mean that confession of Jesus Christ secures acceptance with God since he just said belief in the heart does that ( Romans 10:9; cf. ch4). Salvation is a broad term that includes many kinds of deliverance, as we have seen. What aspect of salvation does taking a public stand for Christ secure For one thing it saves the person making the confession from the potential discipline of God. [Note: See Dillow, pp122-24.] It also saves him or her from the loss of reward that those who are unwilling to identify themselves with Him will enjoy (cf. Matthew 10:32-33; 2 Timothy 2:12). Furthermore, it often results in the eternal salvation of other people who hear the confession of faith and then believe themselves.

If I listen to my mind : My mind would talk me out of the Blessings of God. In order to obtain what God has : As I hear and observe His word : I believe with my heart and automatically I speak with my mouth : God gave me a mouth to use and I choose to use it in accordance with His word. God spoke and it was : So am I to speak and it is. I have it in my heart then when I believe it I will speak it then the manifestation will come. No matter how long it takes to manifest : as long as I stand continually on His word I will see. Believing is seeing . Praise God !!!

Salvation can not be obtained without rightousness. The 'walk' "Must" match the 'Talk'! He who says he has the light but lives in darkness is a lier. Remember God Himself said "...my people worship me with there mouth but there heart is far from me...". Amen.

Samuel Aniewu's comment on 2013-09-15 10:17:02:

Here is a verse which teaches that twofold evidence of salvation. First, when God saves a person, they believe in their hearts, which is really in their spirit essence. They receive their resurrected souls at the moment of salvation. (Ezek 36:26 KJV) A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh. Secondly, a person who truly believes in their heart, will be unable to keep it to themselves and will become a verbal witness and tell others about the Lord. Jeremiah wanted to stop bringing the word of God to Judah but he could not because it was as a fire in his heart. (Jer 20:9 KJV) Then I said, I will not make mention of him, nor speak any more in his name. But his word was in mine heart as a burning fire shut up in my bones, and I was weary with forbearing, and I could not stay. The mouth confesses what the regenerated heart has believed.

What is the signifigance of confessing audibly (with one's mouth) unto salvation as opposed to saying it in one's head? Might this imply that prayers should also be audible in order to be efficacious?

With the heart (that inner reserve where we keep our treasures), we rely on Jesus as our channel to a right standing with God, and with the mouth confession / profession (verbally stating a belief) unto salvation. Salvation from what? The following v. suggests - while believing on God, we will not be defeated / put to shame. This salvation from evil forces may be for now as we believe the Bibles promises and verbally declare that God's power through Jesus is our salvation from the enemy's attacks at us. The Bible's emphasis on the power of our words seems to be overlooked. James says, "If anyone dosn't stumble in words, this is a perfect man able also to bridle the whole body (Ch.3:v.2). Death and life are in the power of the tongue (Prov.18:21).
